CISI UKFR questions, answered

UK Financial Regulation (UKFR) is the core regulatory exam from the Chartered Institute for Securities & Investment (CISI). It tests your knowledge of how UK financial services are regulated — the FCA and PRA, the Financial Services and Markets Act, financial crime and market abuse, the FCA Conduct of Business and Client Assets rules, and complaints and redress. It is a computer-based, multiple-choice exam sat at a Pearson VUE test centre or online, and it sits inside several CISI qualifications including the Investment Advice Diploma and the Investment Operations Certificate.

The UKFR exam is 75 multiple-choice questions in 1 hour 30 minutes. Computer-based candidates may also see up to 10% additional trial questions that are not identified separately and do not count towards the result, so you may be presented with slightly more than 75 questions in total.

The CISI sets the UKFR pass mark at 70%. On a 75-question paper that means you need to answer the large majority correctly, so consistent, timed practice across all five syllabus elements is what makes the difference — especially on the FCA Conduct of Business element, which is by far the largest.

UKFR has four syllabus elements: Conduct of Business and Client Assets; Enhancing Market Integrity (money laundering, insider dealing and market abuse); the Regulatory Environment (the FCA, PRA, Bank of England and the Financial Services and Markets Act); and Complaints and Redress. Conduct of Business is weighted most heavily by some distance, so it deserves the most revision time.

The 75 questions are split across the four elements as follows: Conduct of Business and Client Assets has 35 questions, Enhancing Market Integrity has 19, the Regulatory Environment has 12, and Complaints and Redress has 9. Conduct of Business and Market Integrity together make up 54 of the 75 marks — about 72% of the paper — so those two elements should take the majority of your revision time. Most candidates find UKFR more approachable than the heavily numerical technical units, because it rewards careful reading and disciplined recall rather than calculation. The catch is its breadth and the precision it demands — the Conduct of Business rules in particular are tested on exact detail, so being roughly right often isn't enough. Steady question practice rather than last-minute cramming is what carries people through.

UKFR is a knowledge exam, so it rewards coverage and recall under time pressure rather than clever reasoning. The most common reasons people fall short are under-revising the huge Conduct of Business element, confusing similar regimes (insider dealing versus market abuse, the Ombudsman versus the Compensation Scheme), and not practising at exam pace. Working through a large bank of exam-style questions, reviewing every one you get wrong, and sitting full timed mocks is the most reliable route to 70%.
