What is the difference between ethics and compliance?

Compliance means following the rules; ethics means doing what is right, which can go beyond the rules. Many R01 questions are deliberately set so the merely compliant answer and the ethical answer differ — and you're expected to choose the ethical one.

Is a disclosed conflict of interest always acceptable?

No. Disclosure is necessary but not sufficient — a conflict must also be managed, and where it cannot be managed fairly the firm may need to decline to act. R01 tests this distinction closely.
